  • Who is this product available to?

    All foreign students from non-EU countries (e.g. China, Cameroon, etc.) are required to meet their own living costs when studying in Germany. In order to enter Germany, non-EU students also need a valid visa. This can only be issued once the student has deposited a specified amount of money in a German bank account (e.g. with Deutsche Bank) and blocked this sum with the Federal Republic of Germany as beneficiary.

    Forms and conditions

    Are the forms available in other languages?

    As an internationally active bank, Deutsche Bank Privat- und Geschäftskunden AG provides all its forms in both German and English.

    Which forms do I have to send for the account opening?

    The complete account opening forms, certified by the embassy, must be sent to us by the German Embassy/Consulate.

    If there is a branch of the Deutsche Bank in your country that can provide assistance with opening of the blocked account, you can visit the branch with the completed form, your passport, verification of the origin of funds, and a copy of the confirmation from the university/language school.

    What should I put under "tax-related details"?

    How much do account management services cost?

    Account management services for the blocked account in Germany are free for students up to and including the age of 30 with the "Junges Konto".
    You can find details of charges for additional services not included in the “Junges Konto” account package in the current List of Prices and Services.

    Do I need a second account that is not blocked?

    It is not necessary to open another account. Within the monthly allowance, you can make use of all the services available for a normal current account.

    Will I receive an EC card or a credit card?

    Only a Deutsche Bank Junges Konto card is allowed for a blocked account.

    My EC card has been blocked. Why?

    EC cards are not allowed to be issued for blocked accounts for foreign students. Therefore your Deutsche Bank card has been blocked and a new Deutsche Bank Junges Konto Card has been ordered for you.

    Specific amounts are already printed on the supplementary form. My embassy requires different amounts. What should I do?

    The amounts printed on the supplementary form are the most common standard amounts. If the German Embassy requires different amounts, please write these in the empty fields next to the printed amounts.

    What does “basic amount” mean?

    The basic amount is the amount that remains blocked in your account after the month‘s use until the account release is approved by the German Embassy or the immigration office.

    Why does the blocked account cost €150?

    This is the fee that covers setting up the account and extending the block whenever necessary, including providing confirmation to the German Embassy abroad and the immigration office in your current place of residence in Germany. You agreed to this fee when signing the account opening form and/or supplementary form for opening/extension.

    Do I need to pay in the €150 separately?

    When your full blocking deposit is credited, we debit the agreed service charge of €150.

    In order to have the full monthly sum at your disposal right from the beginning, we recommend that you also transfer this additional €150 to cover the service charge. When making the transfer, please note all applicable charges levied by your bank at home.

    Do I have to provide the admission letter from the university?

    You must enclose the admission letter because only students may apply to open a blocked account.

    Why can I not print out a blank version of the account opening form?

    For better legibility and accuracy of processing, the account opening form can only be filled out on a computer. Once all mandatory fields have been filled, the document can be printed out.

    Why does the word "ungültig” (invalid) appear when I print out the account opening form?

    The word "ungültig” (invalid) appears because not all of the mandatory fields have been filled. Please check all fields that are outlined in red in the document. Once all mandatory fields have been filled, the word "ungültig” (invalid) disappears automatically and you can print out the document.

    Under Personal Details, what must I check under "Ich bin ausschließlich in Deutschland / folgenden Ländern außerhalb Deutschland steuerlich ansässig“ (For tax purposes, I am resident exclusively in Germany / the following countries outside Germany)?

    Here you must check the applicable answer - depending on where you are resident for tax purposes.

    What must I enter in the fields “Land” (country) and TIN?

    If you have checked the field "Ich bin in folgenden Ländern außerhalb Deutschlands steuerlich ansässig" (I am resident in the following countries outside Germany for tax purposes), then you must enter the relevant country or countries here together with your tax number(s) (TIN: Taxpayer Identification Numbers). If you do not have a tax number, please enter “not available”.

    Which documents can I submit to verify the origin of funds?

    Documents that can be accepted as verification of the origin of funds include bank statements, tax returns, proof of scholarship, proof of donation and proof of inheritance.

    Do documents verifying the origin of funds need to be submitted in the original?

    You can submit copies as verification of the origin of funds. However, they must be clear and legible.

    In which languages are documents verifying the origin of funds accepted?

    We can only accept documents in German or English.

    Opening of the account

    Where can I find all the necessary forms for opening a blocked account?

    All required forms can be found under the module "Forms" on the bottom of this website.

    Where do I send the forms to open the account?

    The complete account opening forms, certified by the embassy, must be sent to us by the German Embassy/Consulate.

    If there is a branch of the Deutsche Bank in your country that can provide assistance with opening of the blocked account, you can visit the branch with the completed form, your passport, and a copy of the confirmation from the university/language school.

    What should I do if I want to open a blocked account and I am already in Germany?

    In this case, please download the account opening forms from our website.Complete the account-opening form and print out the form.

    The application form to open an account must be signed in the presence of an staff at the Deutsche Bank branch.

    You can open the blocked account at any of our branches. Please bring your passport, verification of the origin of funds, and the registration certificate for the German university/language school and if necessary, ask at the immigration office for the required blocking totals.

    I have already an existing account at Deutsche Bank and now I need a blocked account? What do I have to do?

    In this case, please download only the supplementary form from our website. Fill out the supplementary form on the PC- Print out the form and sign it. In the case of minors, the supplementary form must also be signed by the parents. Therewith we change your existing account into a blocked account. Please ask at the Embassy for the required blocking totals. On this form, you do not need to have your signature authenticated again by the German Embassy. Please send the “supplementary form” (in original) to the following address or bring the form to a Deutsche Bank branch.

    Can a member of staff contact me after receiving my documents?

    Until the accomplished process of the account opening in the meantime it is not possible to contact you.

    How long will it take to open the account?

    After the complete documentation has been received, it normally takes one week for an account to be opened.

    As we receive a high number of applications in the months prior to the start of study in Germany, the process may take longer at these times.

    How long does it take to receive my bank account opening confirmation?

    It depends on the delivery method specified in your contract. In case you requested e-mail delivery, you will receive the confirmation right after the opening request was processed. If you requested postal mail delivery, it can take up to 4 weeks until you receive the confirmation. Unfortunately, we have no influence on the post.

    How will I receive the account number?

    Once the account has been opened, you will receive the account details by e-mail or by post to your registered address (depending on what you selected in the account opening form). These consist of the International Bank Account Number (IBAN) and Bank ID Code (BIC) for payments made from abroad. Please check the settings for spam of your mail client.

    After the account opening I decided to study at another university / in another city. What do I have to do?

    There is no need to do anything for you. Your account can be used in any city in Germany. We require no information about a possible change of the place of study.

    My account has been opened, but the blocked amounts are incorrect.

    Possible reasons for this may be that in filling the account opening forms you accepted the stated usual amounts for a whole year and now insist a shorter period of your stay (for example 6 months) or the German embassy wants other amounts.

    For the correction of the blocked amounts please send us a new supplementary form with the required amounts in original to our address. Please note that we can only accept originals. A renewed authentication by the German embassy is not necessary.

    I received a confirmation for the account opening with incorrect personal data. Can this be corrected?

    In this case please use the possibility to contact us "By email" via the contact form in the "Contact"-section on the bottom of this website. 
    In the event that we need detailed information, we will contact you.

    I sent my documents some time ago but still got no confirmation for the account opening including the account number.

    Please note that account openings typically take one week. Please also note that, in the periods before the start of the academic year in Germany, processing times may be longer due to the high number of applications received. Please take this into consideration when applying for your visa.

    If your documents have been incomplete, you already received an e-mail from us please check the settings for spam of your mail client. If you have not received an e-mail from us, your documents have not arrived at our department.

    Please visit the German Embassy/Consulate again and have your documents certified again. The complete account opening forms, certified by the embassy, must be sent to us again by the German Embassy/Consulate.

    If there is a branch of the Deutsche Bank in your country that can provide assistance with opening of the blocked account, you can visit the branch with the completed form, your passport, verification of the origin of funds, and a copy of the confirmation from the university/language school.

    When will I receive confirmation of receipt of funds?

    When the full blocking deposit has been credited to the account, you will automatically receive confirmation. Before that point, we do not send out any information about your account balance, and, for reasons of security and banking secrecy, we do not answer any questions about account activity.

    I have already received confirmation from you and now the embassy wishes to have a different amount blocked. What do I have to do?

    If the German Embassy wishes to have a different amount blocked, please send us a new supplementary form with the new details. On this form, you do not need to have your signature authenticated again by the German Embassy. Please send the supplementary form (in original) to:

    Please note: to have a new, larger amount blocked, you must have the necessary balance available in your account. If necessary, you must therefore instruct a transfer of the required amount.

    How will the embassy or consulate receive confirmation of the blocked account?

    When the full blocking deposit has been credited to your account, the German Embassy or German Consulate will, along with you, automatically receive confirmation.

    Can I send forms that have not been authenticated?

    As authentication by the German Embassy confirms your legitimacy, it is absolutely necessary that we only receive authenticated forms from you.

    Can I send faxes or scanned copies of the forms?

    Due to legal regulations, we can only accept all forms in original.

    Can a relative/familiar (brother/sister/friend) open the account for me?

    Due to legal regulations, accounts at any bank in Germany may only be opened by the account holder. Accounts may not be opened by third parties.

    I am a citizen of Russia or of a GUS-nation. Which special features I have to keep in mind?

    For this nations no confirmation of the account opening documents will be effected. A consular confirmation and the confirmation of the passport is required.

    I want to change my place of study.What do I have to do?

    If you are in your home country, you have to do nothing. If you are in Germany please inform us about your new address.

    How long will my blocked account remain openend?

    Basically, your account will remain active for two years even without credit entries or additional transactions.

    I received a confirmation for the account opening with incorrect e-mail address in the letter. Can this be corrected?

    Due to the fact that you received the corfirmation for the account opening, please be assured that in the meantime your e-mail address in our database was corrected.By the way an incorrect e-mail address has no influence on the validity of the confirmation.

    What do I have to do when I arrive in Germany?

    Once you have entered Germany and you have a German address registered, please fill in the “Service order to activate your block account” form on our Homepage and send it to the address below.

    Can I submit documents / verification at a later date?

    It is not possible to submit documents at a later date. In this case, you will need to submit a new request to open a blocked account.

    What should I do if my request to open a blocked account is rejected?

    In this case, please submit a new request including all supporting documents and verification.

    Credit entry

    When can I start paying in money?

    Money can be paid into your account as soon as you have received the email from us with the account details.

    When do I have to transfer the money to my account? Is there a temporal restriction?

    You can transfer the money immediately after you have received your account opening confirmation. Of course your account remains active without immediate transfers so that you can transfer your funds at any time.

    How can I pay in money?

    Payments on your account are possible by money transfer from Germany or a foreign country, or by a deposit in cash. Please note, that deposits by cheque or demand draft are not possible. The block amount can be transferred by friends or relatives too. The account holder can be in funds only.

    Can the block amount be transferred in partial sums?

    You can transfer the block amount in partial sums too. Please note, we will confirm the block account only after we received the whole block amount. We did not confirm partial sums.

    Can I pay in sums greater than the blocked amount?

    Of course you may pay in sums greater than the required minimum balance.

    Can I pay in the blocked amount by cheque or can you accept a direct debit from my account?

    We are unable to accept cheques or direct debits. You can only pay in money by means of cash deposits and transfers from Germany and abroad.

    At home I do not have a euro account. Can I make transfers in my home country’s currency?

    You may make transfers to your account in your home country’s currency. The amount is automatically converted to euros.

    Please be aware that your transfer may be subject to differences in the exchange rate and that you may be charged by your home bank.

    Can you confirm receipt of funds by telephone?

    When the full blocking deposit has been credited to the account, you will automatically receive confirmation.

    For reasons of security and banking secrecy, we do not provide any information about account activity over the phone.

    I transferred money in different installments or made additional transfers to the requested blocked amount. Why do I get no confirmation?You will receive only a confirmation when the full blocking deposit is credited to your account. Confirmations of inst

    You will receive only a confirmation when the full blocking deposit is credited to your account. Confirmations of installments or later credited additional funds are not provided. If there is in the meantime a change in the required blocked amounts, please send us with the transfer of your money a new supplementary form, otherwise we can not obtain any knowledge about the existing of other blocked amounts. For the correction of your blocked amounts and confirmation please send us the new supplementary form in original.

    Please note that we can only accept originals. A renewed authentification by the German Embassy is not necessary.

    For a new visa application the German Embassy does not accept the formerly received confirmation. Can I get a confirmation with an actual date?

    In this case please use the possibility to contact us "By email" in the "Contact"-section below.

    I received the confirmation for the credit entry. Now the blocked amounts have to be changed for the visa application.

    For the changing of your blocked amounts and confirmation please send us a new supplementary form in original.

    I transferred money a long time ago and have still not received confirmation. Why not?

    As you will normally receive confirmation of receipt of the full blocking deposit within 2 working days after the crediting, it is possible that the confirmation was not sent for one of the following reasons:

    No money was credited to the account:
    -> Please request an inquiry at your home bank

    The required blocked amount was not reached:
    -> Please check your transfer(s) and, if necessary, transfer the deficit

    The confirmation was not delivered to your mailbox.
    -> Please check the settings for spam of your mail client. If all this has its accuracy please use the possibility to contact us by emai in the "Contact us"-section on our homepage: International Students

    Activation of account

    What is a service order?

    The service order consists of a form which authorises the bank to activate your blocked account. This means your Deutsche Bank Card, which can be used for cashless paying and cash withdrawal, will be sent to your home address in Germany. Furthermore you can sign on for online banking, if desired.
    In order to use your blocked account, we need the completed and signed service application.

    Please note: You will not be able to use your account without a service order.

    When should I send the service order off?

    Please send the service order and your registration certificate as soon as you have arrived in Germany and are registered this a German address.

    What is a registered address?

    Your registration address is the address registered at the (local) German Registration Office during your studies in Germany.

    Where can I get a registration certificate?

    You can obtain your registration certificate at your relevant local ' registration office. There are no fees for a registration certificate.

    Why do I need a valid German registered address?

    We require your current German registered address in order to safely send and deliver your bank documents, and for any further correspondence.

    What are iTAN, mobileTAN and photoTAN?

    iTAN: With iTAN, the customer receives a list of numbered TANs from their bank. During an online transaction, the customer will be requested to enter the TAN relevant to the indicated number. Once they have all been used, the customer will receive a new list.

    mobileTAN: mobileTAN is an alternative authorisation procedure within OnlineBanking with Deutsche Bank. With mobileTAN you can carry out your transactions at any time, flexibly and securely. You do not need a TAN block for transactions which require a TAN; a text message is simply sent to your phone. The text message not only contains your TAN, but also contains all the essential order data for you to check.

    photoTAN: A PC or smartphone with a special app or scanner is required in order to be able to use photoTAN. After you have entered the transaction data, you must scan a coloured barcode either with the photoTAN app or scanner. Subsequently the transaction data will be displayed so that you can check it once more, as well as a TAN which must be entered on the PC in order for the transaction to be completed.

    Where do I find my branch and account number?

    The branch and account numbers can be found on your Blocked account opening confirmation letter.

    Can my online banking details be sent to my foreign home address?

    No. In order to ensure secure shipping, your online banking details can only be sent to your registered address here in Germany.

    Payments

    How do I access my money in Germany?

    Once you have arrived in Germany, we ask that you visit us at one of the Deutsche Bank Investment & Finance Centers, where a member of staff will assist you in completing the service order. Please bring your passport with you.

    You will receive a Deutsche Bank Junges Konto Card and PIN, which you can use to withdraw money from cash machines, make cashless payments and obtain account statements.

    Please note that without this service order your account will remain blocked! This means that previously entered debits will not be executed.

    Where can I withdraw cash?

    You can withdraw money at our branches, at cash machines of Deutsche Bank and at banks of the Cash Group.

    In Germany, this includes over 9,000 cash machines of the Cash Group (Berliner Bank, Commerzbank, Deutsche Bank, HypoVereinsbank, Postbank) and numerous Shell filling stations.

    You can also choose from approximately 31,000 cash machines operated by Deutsche Bank Group worldwide (e.g. in Italy, Poland, Portugal and Spain) and our cooperation partners in the following countries:
    Bank of America (USA), Barclays (e.g. UK, Kenya, Mauritius, Zimbabwe, Tanzania), BGL BNP Paribas (Luxembourg), BNP Paribas (France), Scotiabank (e.g. Chile, Canada, Mexico), TEB (Turkey), Westpac (Australia, New Zealand).

    Please note that you will be charged for withdrawing money at cash machines that do not belong to the establishments specified above (e.g. Sparkasse, Volksbank, etc.). To find out the extent of these charges, please inquire at the relevant bank.

    I signed some sheet of paper but my account is still not available for withdrawals.

    You may have just told us your address in Germany and it was not filled in the service order. We ask you to re-visit a branch of Deutsche Bank. A member of staff will work with you to complete the service order. Please bring your passport.

    I signed the service order some time ago but still not received neither a bank card nor the access to the onlinebanking.

    Please check the address you provided to us. Maybe possible additives like "c/o", "App." or " room no." are not included on your service order. Please visit a branch of Deutsche Bank. There you can give us a new order for a card and/or onlinebanking.

    My arrival in Germany was a month ago but my account was only activated with the amount for the actual month.

    Please visit one of our branches. There you can set up an order for increased activation. Please bring your passport with the entry stamp or comply with registration confirmation from your local registration office.

    Do I have free access to the account balance that exceeds the blocked amount?

    You have free access at all times to the account balance that exceeds the blocked amount.

    I cannot access any money. When can I get access to the money again?

    Please check your account statements to determine how much of the monthly allowance has already been used up by previous transactions. The monthly allowance will always be made available from the first day of the month.

    My transfer/direct debit was not carried out. Why not?

    It is possible that your account did not contain sufficient funds to cover the transfer or direct debit.

    My account was charged €1,50. For what reason?

    Your account did not contain sufficient funds to cover the transfer or direct debit. For the processing the charge was debited.

    Mail sent to you we received back. Please check the address you provided to us. Maybe possible additives like "c/o", "App." or " room no." are not up to date. Please visit a branch of Deutsche Bank. There your address can be updated or corrected.

    What should I do if I need more money than is made available to me each month?

    If you have already used up the allowance for that month and need access to further funds, we require an account release approval from your local immigration office.

    This must be provided in writing and in the original. The released amount will then be made available in your account.

    Renewal/modification of the blocking

    I want to extend my residence permit. What do I have to do?

    After your visit at the immigration office to ask for the actual amounts to block please visit one of our branches. A member of staff will fill a new supplementary form for the renewal of the blocking with you. In the case of minors, the supplementary form must also be signed by the parents.

    The confirmation for the renewal is then sent directly to the immigration office and to your postal address.

    Please ensure that there is an appropriate balance in your account and check the address you provided to us.

    For the extension of my residence permit i signed a new supplementary form but still got no confirmation.

    The confirmation for a renewal or modification of the blocking will be send to your actual german address. Please check the address you provided to us. Maybe possible additives like "c/o", "App." or " room no." are not up to date. Please visit one of our branches. There you can possibly update your address and set up a new supplementary form. Then you will get a new confirmation.

    For the extension of my residence permit i signed a new supplementary form but the immigration office got no confirmation.

    I want to change my block amounts. What I have to do?

    Please send us a new annex with your block amounts in original. The form you can find by clicking the tab "Forms".

    Closing/deblocking of the account

    My visa application was not approved. How can I get my money back?

    If you wish to close your account and transfer the balance to another account, we require a document from the local German immigration office responsible for issuing of the residence permit, which contents the deblocking of your account or the original notice of rejection for the visa application with the stamp of the German Embassy/Consulate and written instructions to close the account and transfer the balance. Be advised that a deregistration or a border crossing certificate is not acceptable for us.

    What needs to be included in the account closure application?

    In order to quickly and correctly process the closure of your account, we require the signed account closure application (in original) as well as the following details:

    • Name and address of the transfer recipient (Please make sure that you provide your current home address)
    • Recipient’s account number/IBAN
    • Recipient’s sort code/BIC
    • Name and address of the recipient’s bank

    Which type of documents are acceptable for deblocking the account?

    For deblocking the account acceptable documents are exclusivly documents by German immigration authorities, embassies or consulates which contain phrases that the blocking will be released. Not accepted are therefore:

    • visa refusal
    • remonstrance notice
    • deregistration certificate
    • border crossing certificate
    • entry documents from your home country or third party countries
    • marriage certificate (by marriage with a German citizen)
    • German identity card (after naturalization)
    • custom-made letter to release the blocking

    I finished my studies in Germany and want to use my blocked account furthermore. Is that possible?

    Following the expiry of the blocking your account will continue to operate as a normal current account. Please note possible bank charges for the period after the charge free students account. To answer all of your questions do not hesitate to contact the member of staff in our branches.

    I have finished my studies and am leaving Germany. Do I have to close my account?

    Yes. To do this, please submit an account closing application.

    How much time is needed to close the account?

    Once all necessary documents are complete received by the processing department, your account will be closed as soon as possible. In individual cases, the process including the international transfer of the funds can take several days to complete.

    My account has still not been closed. Why not?

    It is possible that you did not send the complete set of required documents or did not include all necessary details about the bank account which should receive the payment. This would prevent us from closing the account and transferring the balance.

    Please check whether you have sent us the complete set of documents required for us to close the account (account release approval and written instructions to close the account) in original.
